中化建國際 （以下稱為“招標代理機構”）受中海石油（中國）東海西湖石油天然氣作業公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業公司燃氣透平發電機組進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of The Gas Turbine Generator Package by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：招標人購買2套燃氣透平發電機組，每臺凈輸出功率不小于5500kWe (36.2℃@EL. +36m，相對濕度：30%~100%)用于增壓平臺建設。
Project Summary: 2 sets of the Gas Turbine Generator Packages will be acquired by the Tenderee. Each gas turbine generator net output electrical power would be not less than 5500KWe (fuel gas) at the site condition ( 36.2℃@EL.+36m, Relative humidity: 30%~100%) for BOP platform.
資金到位或資金來源落實情況：已落實。

Quantity: 2 set
主要技術規格：每臺凈輸出功率不小于5500kWe (36.2℃@EL. +36m，相對濕度：30%~100%)。
Main Specifications: Each gas turbine generator net output electrical power would be not less than 5500KWe (fuel gas) at the site condition ( 36.2℃@EL.+36m, Relative humidity: 30%~100%).

從中華人民共和國關境內提供的貨物：2024年5月30日前（貨到項目現場時間，地點為天津/青島/珠海或其他買方指定地點）
For goods offered from within PRC customs territory: on or before 30th May, 2024 (arrival date to Tianjin/ Qingdao / Zhuhai or other designated places).
從中華人民共和國關境外提供的貨物：2024年5月20日前（CIF中國天津或其他買方指定地點）
For goods offered from outside PRC customs territory: on or before 20th May, 2024. (CIF Tianjin or other designated places).
3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C. 國內產品不允許代理商投標，投標人應為燃氣透平的制造商或燃氣透平發電機組的制造商（成橇商）。境外產品接受代理商投標。境外產品使用代理商投標時，投標人應得到本次投標所投產品境外制造商的同意，并提供該產品的合法唯一代理授權書。
C. Agents are not allowed to bid for domestic products, and the bidder should be the manufacturer of gas turbine or the manufacturer of the unit (the skid assembly of the unit is included). And agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding. (see Form-IV-9-4 in Volume One).
D. 是否接受聯合體投標：是

聯合體投標人應提供聯合體協議書。聯合體各方需要明確各自承擔的工作內容，并按照各自承擔的內容進行業績和相關資質的評審。未明確的工作將按照聯合體各方中的最低業績和資質進行評審。聯合體投標還應滿足以下要求： 一、聯合體應以一個投標人的身份共同投標。聯合體各方均應具備承擔招標項目的相應能力。由同一專業的單位組成的聯合體，按照資質等級較低的單位確定資質等級。聯合體各方應當簽訂共同投標協議，明確約定各方擬承擔的工作和責任，并將共同投標協議連同投標文件一并提交招標人。聯合體中標的，聯合體各方應當共同與招標人簽訂合同，就中標項目向招標人承擔連帶責任； 二、聯合體由牽頭人負責與招標方聯系，由牽頭人代表聯合體負責 投標保證金對聯合體各方均具有約束力。
E. 未領購招標文件是否可以參加投標:不可以
Bid without the bidding documents：NOT A/Vailable
業績要求Requirement for Bidder's reference:
a) 2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投燃氣透平發電機組（燃氣透平與本次投標貨物相同規格型號，發電機組功率不小于5000KWe）應具有至少2個項目（每個項目至少一臺）的供貨業績。
Since January 1, 2015 (date of contract) to the date of bid opening, the Gas Turbine (the gas turbine should be the same product model with it is used in this bid, and its net output electrical power should be not less than 5000KWe) that Bidder supplied should hA/Ve at least 2 projects （at least 1 gas turbine generator for each project） performances.
b) 如投標人無法滿足以上業績要求，投標人所投產品在投標前獲得中國海洋石油集團 備案的首次工程應用管理認定，提供簽字蓋章的《首次工程應用管理認定申請審批表》證明文件，可視同滿足以上業績條件。
If the bidder cannot meet the requirements of the above clauses, the bidder shall obtain the first project application management certification before bidding which approved by CNOOC China Ltd. The signed and sealed certification document of 《Approval form of application for management identification of first engineering application of major technologies and products》can be provided as same as meeting requirements of the one above clauses.
c) 已納入中國海洋石油集團 三新三化清單且提供相應產品的供應商，其業績視為滿足本招標項目要求（不受上述a)條業績要求的限制）。
The performance of suppliers providing similar products that hA/Ve been included in the "Three New Three Industrialization List" of CNOOC China Ltd shall be deemed to meet the requirements of the bidding project (not subject to the performance requirements of Section a) above).
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、設備的相關參數及到貨驗收材料（包括到貨簽收單、調試證明文件等）。
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、項目名稱、設備的相關參數等均視為無效業績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
投標人需承諾燃氣透平發電機組按照《海上固定平臺安全規則》的要求進行設計、制造、認證和檢驗。投標人應委托中國國家安全生產監督管理總局海洋石油作業安全辦公室（COOOSO）認可的船級社（ABS，DNV，CCS，BV之一）對雙燃料透平發電機組整體（包括機組橇塊外附屬設備）進行檢驗并獲得檢驗證書。
Bidders need to promise the The Gas Turbine Generator Package shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC（SETC）. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The The Gas Turbine Generator Package （include outside affiliated equipment of the dual fuel turbine generator Package）from one of the certifying agencies authorized by COOOSO, which are ABS\DNV\CCS\BV.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年8月10日開始至2023年8月17日止，請登錄中國海油采辦業務管理與交易系統 on the page of Invitation for bid for purchasing Bidding document from ink8">August 10th, 2023 to August 17th 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
