投標人應(yīng)具備的資格或業(yè)績:（1）資格要求 Requirements for Qualification of Bidder A．★營業(yè)執(zhí)照：如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，并加蓋公章；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．★Business licence：If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period); If the bidder is an overseas registered company, it shall provide valid company registration certificate.B．★體系認證要求：投標人須同時具備有效的GB/T19001（或ISO9001）質(zhì)量體系認證證書、GB/T24001（或ISO14001）環(huán)境管理體系認證證書，由中國國內(nèi)機構(gòu)發(fā)證的可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站(http:// /)核實。
投標時需提供相關(guān)證書的掃描件（原件備查）；B. ★GB/T or ISO certificates- requirement：The bidder must have valid GB/T19001 (or ISO9001) certificate and GB/T24001 (or ISO14001) certificate. The certificates which issued by China’s domestic institutions should can be verified on the website of China National Certification and Accreditation Administration (http:// /). Bidders must provide scanned copies of the certificates (original for future reference).C、★制造商投標要求（不接受代理）：C、★Bid by Manufacturer requirement （Bid by Agent is not accepted）投標人應(yīng)為所投貨物的制造商或成撬商。
本次招標不接受代理商投標。

Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed.（2）資質(zhì)要求及證明文件：無Requirements of Qualification of Bidder and Certificate：None（3）★業(yè)績要求Requirement for Bidder's reference:從2019年1月1日起至投標截止日（以合同簽署時間為準），投標人應(yīng)具有至少1個已完成的不小于100米水深導(dǎo)管架平臺的外加電流陰極保護及監(jiān)測系統(tǒng)的供貨業(yè)績（供貨業(yè)績的制造商必須是本次投標產(chǎn)品的制造商或成撬商），投標人應(yīng)提供設(shè)備第三方認證證書（第三方認證證書是指應(yīng)取得第三方發(fā)證檢驗機構(gòu)證書的設(shè)備必須取得海上設(shè)施產(chǎn)品檢驗證書，不可以用船用產(chǎn)品證書、型式認可證書替代海上設(shè)施產(chǎn)品檢驗證書）。
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。
業(yè)績證明文件包括但不限于：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。
投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（應(yīng)有雙方蓋章）、制造商名稱、貨物名稱、技術(shù)文件及到貨驗收材料（到貨驗收單或調(diào)試驗收報告或使用方出具的有效證明文件）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。
From January 1st, 2019 to the deadline for bidding (subject to the contract signing time), the products submitted by the bidder shall have at least one completed performance of supplying impressed current cathodic protection and monitoring system (ICCP+CPMS) for not less than 100 meters deep water jacket platforms（The bidder shall be the manufacturer of bid goods or Machinery Assembly and Integration compnay）Bidders shall provide third-party certification certificates (Third party certification certificate refers to the  equipment should obtain a certificate from a third-party certification inspection agency which must obtain an offshore facility product inspection certificate. Ship product certificates or type approval certificates cannot replace offshore facility product inspection certificates. The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. The performance documents include but are not limited to: 1) a copy of the contract (including relevant technical annexes) and2) the arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or valid documents issued by the user). The performance documents submitted by the bidder must at least reflect the following: contract signing time, contract signing page (should be stamped by both parties), manufacturer's name, name of the goods, technical documents and arrival and acceptance materials (arrival and acceptance sheet or commissioning acceptance report or valid documents issued by the user). Failure to submit performance documents, or the performance documents provided do not reflect the fulfillment of the above performance requirements, are considered invalid performance.（4）其他要求：★產(chǎn)品生產(chǎn)標準要求：提供以往項目的外加電流陰極保護及監(jiān)測一體化裝置第三方產(chǎn)品認證證書，同時投標人須承諾：本項目產(chǎn)品必須滿足QBZH 11111.05-2021，QBZH 11111.07-2024 及相關(guān)規(guī)范要求。
★Production standard requirements：Provide third-party product certification certificates for the impressed current cathodic protection and monitoring integrated device of previous projects. At the same time, bidders must promise that the products of this project must meet the requirements of QBZH 11111.05-2021, QBZH 11111.07-2024 and relevant specifications.★產(chǎn)品認證證書：投標人必須承諾：提供中華人民共和國應(yīng)急管理部認可的ABS、BV、CCS和DNV船級社機構(gòu)證書（需要從以上任意一家機構(gòu)獲得第三方產(chǎn)品認可證書），除了上述4家機構(gòu)外的任何機構(gòu)包括他們的下屬機構(gòu)均不允許。
并隨設(shè)備一同交付。
★The Products certifying agency's certificates：The bidder must promise ：The Products certifying agency's certificates shall be issued by one of the agencies among ABS, BV CCS and DNV which are approved as Classification Society by the Emergency Management Department, PRC. It’s not allowed that the certificates issued by inspection subordinate organization, certification subordinate organization or consultant subordinate organization of these 4 Classification Societies approved by the Emergency Management Department, PRC. The Certificate of Compliance shall be issued with the cargo delivered.
